2004年12月8日,Web Services Addressing工作小组发布工作草案。基本内容如下：
Web Services Addressing定义了两个用于在传输协议和消息体系的基础上进行消息传递的结构体，即终端参照和消息寻址属性（endpoint reference and message addressing properties）。
    本次发布的三份草案制定了将消息封装成独立于传输和应用的统一格式的规则。三份草案分别为Web Services Addressing - Core ，Web Services Addressing - SOAP Binding ， Web Services Addressing - WSDL Binding。
    Web Services Addressing - Core主要内容：定义了Endpoint References和Message Addressing Properties的格式。这两种结构体（constructs）都设计为可扩展、可重用的，以便于其他的规范也能利用之。草案中还有在SOAP1.2消息中如何使用这些机制的示例。
    Services Addressing - SOAP Binding主要内容：WSA-Core定义了一组抽象属性和XML信息集用于标识WS终端（endpoint）、保障终端标识的端对端消息安全。WSA-SOAP Binding草案则定义了如何将WSA Core中定义的抽象属性绑定为SOAP消息。草案中还提到了需使用WS-Security来保障安全。
    Web Services Addressing - WSDL Binding 主要内容：该草案制定了用WSDL描述WSA-Core中所定义的抽象属性的规则。草案中介绍了两种将动作（action）与WSDL port关联的机制：显式关联（explicit association）和缺省动作模式（default action pattern）。WSA与WSDL消息交换模式、WSDL1.1消息交换模式、WSDL2.0消息交换模式在草案中都是TBD状态，有待完善。
